An amendment to the Serra Mesa Community Plan has been initiated by the City of San Diego (to add the Franklin Ridge Road/Phyllis Place Road connection to the Serra Mesa Community Plan).
The process begins with this Notice of Preparation (NOP) meeting for the Environmental Impact Report (EIR) for the Community Plan Amendment. The contractors retained by the City to prepare the EIR will present their plan for preparing the EIR and solicit input from the community on additional environmental items to consider.
Please note that this is not an opportunity for discussion on the relative merits of the Community Plan Amendment, Civita, the proposed road, or anything else. This *is* the right time to make sure that the City considers all of the potential impacts of possibly putting in this new road. Please come prepared with specific environmental impacts that you would like to see studied.
The City and the contractors have prepared an initial study as a basis for discussion. It is available at this link (but be warned: it’s 6.9 MB):

The official Notice of Preparation has some maps and drawings:

The current Serra Mesa Community Council board has not taken a position on the road connection. SMCC’s focus is on ensuring Serra Mesa’s interests are represented and addressing community concerns. Consequently, SMCC presented this letter to staff at the Notice of Preparation meeting for the Environment Impact Report for the Franklin Ridge Road extension.
Much, much more information about the proposed Community Plan Amendment and the road connection is on the
Phyllis Place Website
